Translating institutional advantages into improved governance effectiveness

The Fourth Plenary Session of the 19th CPC Central Committee emphasised the need to better translate institutional advantages into improved effective governance. It is governance effectiveness that determines the functioning of an established institution. Therefore, a more governance-based approach should be adopted to analyse existing problems and challenges, and more attention should be paid to improving governance in the process of deepening reform.
