How to Eliminate “the Caterpillar Effect” in the Affordable Housing Market?

It’s unlikely for the Central government in China to intervene in the housing market, fully control its operation and provide housing welfare support to all. Therefore, government officials should first focus on alleviating the burden on low-and middle income families, especially the low-income groups. In this regard, a clear dividing line should be drawn between the private residential market and affordable housing sector.
