Face the Triad Phenomenon

Historically and globally, the rise, growth and fall of a triad are closely linked to the development of a civil society. A triad itself is never a true threat but inappropriate measures to destroy a triad are. Triads should not be addressed in a triad way. The rule of law and democracy are the best solutions to address such gangster problems, with civil society as a powerful weapon.
