In the 20 years after Hong Kong’s reunification with China, many local citizens still have not benefited from the favourable policies of the Chinese authorities. The candidates in the running for the next Hong Kong Chief Executive favoured by the pro-establishment camp and the business community are thought to have difficulty garnering public support during the election. This is ultimately due to the gap between the economic growth and fair distribution of social benefits, and the government’s incapability to manage the gap. Fundamental changes must be made to change the distribution system in order to foster social harmony. Otherwise, with the coming of the next General Election, there would only be more social frictions, disputes and even conflicts, rather than public consensus.
