The local community should firstly be committed to breaking this mindset if Hong Kong is to nurture new industries and tackle with an aging population. Public policy consultations can only be effective when habitual thinking is challenged, comprehensive investigation is conducted and the general development of Hong Kong and the Mainland is recognized.
