Those concerned about Macau Chief Executive’s Policy Address for 2011 did not only focus on the report itself but also doubted if the pledges made could ultimately be met. The Policy Address proposed to implement central recruitment mechanisms for civil servants, which would exert widespread influence on the administration of MSAR unknown to the outsiders.
